For a party to receive a request for notification of default, they must give their address to their lender. A notice like this allows parties like the lenders or homeowner associations warning that their stake in the loan is at risk. Upon receiving the notice, the borrower has to immediately make the outstanding payment on the mortgage and other costs, like administrative fees incurred for issuing the notice.
